A Strategic Cooperation bringing Vital Sectors in Ras Al Khaimah together to elevate the Safety and Emergency System

Ras Al Khaimah on 23 April — Under the directives of HH Sheikh Ahmed bin Saud bin Saqr Al Qasimi, the Chairman of the Public Services Department and the Chairman of the Committee of the Security and Development of Ports in Ras Al Khaimah, Ras Al Khaimah Civil Defense Department, Ras Al Khaimah Customs, Ras Al Khaimah Economic Zone (RAKEZ), Ras Al Khaimah Ports and Ras Al Khaimah International Airport have announced a strategic cooperation to elevate the safety and emergency system, which comes in completion of the advanced efforts made by the Emirate in this field.

This cooperation is aimed at strengthening the level of institutional integration between the competent authorities in Ras Al Khaimah. The broader objectives of this strategic cooperation cover the development of relevant coordination and response mechanisms and the standardization of the operational procedures and risk management approaches, thus achieving full alignment with the international best practices and supporting a sustainable, safe, and highly efficient operational environment.

The cooperation areas incorporate the regular review and updating of the evacuation and emergency plans, execution of joint exercises, enhancement of the procedures that regulate the process of handling dangerous and hazardous substances and organization of specialized training programs. Further, coordination among the relevant authorities on safety requirements for future projects and expansions is a key focus, aimed at enhancing institutional readiness and promoting a proactive approach that keeps pace with future growth and changes.

The signatories affirmed that the Agreement represents a strategic step on the continuous development path of the safety and emergency system in the ports of the Emirate of Ras Al Khaimah and contributes towards achieving integration between the competent entities. The parties also assured that the Agreement has been put in place to elevate the efficiency of the operational ecosystem, enhance the capability to respond effectively to all different circumstances in line with the advanced international standards, and thus supporting the competitiveness of the Emirate and keeping up with its future development ambitions.

This strategic Agreement reflects implementation of the Decree No. (25) of 2025 issued by His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah, concerning the establishment of the Committee of the Security and Development of Ports of Ras Al Khaimah. The Emiri Decree was directed at developing the security capabilities of the Emirate in protecting its ports, contributing to enhanced safety and security across the community. It will also raise the level of coordination and cooperation between the competent government authorities that oversee the ports of Ras Al Khaimah, and enhance the exchange of expertise, experiences and practices amongst the signing parties.
