Issue of customs declaration
This service allows customers to obtain a land, sea or air customs declaration, complete the clearance procedures and pay applicable customs taxes (duties) according to the GCC Common Customs Law in order to move the goods from outside, inside or across the UAE. This service is limited to the following types:
Issue of Import declaration (commercial – personal – clearance of postal parcels – removal of goods out of the free zones):
It is the process of admitting goods into the UAE for commercial or non-commercial purposes, whether by sea, air or land. The competent customs office will collect the customs taxes “duties” levied on imported goods in accordance with the common customs tariff, excluding goods exempted under the provisions of the GCC Common Customs Law, the Unified Economic Agreement of the GCC Arab states or any other international agreement within the framework of the Council.
Export and Re-export declarations (export of national products – temporary exportation – re-export of foreign goods – temporary re-exportation – deposit with the free zones). Issue of Export declaration:
It is the process of transfer/selling of goods from a licensed company in the UAE to an importer located outside the country. Customs taxes (duties) are not levied on this type of goods as these goods, which are exported from the local market, are deemed to be duty-paid or locally manufactured.
Export and Re-export declarations (export of national products – temporary exportation – re-export of foreign goods – temporary re-exportation – deposit with the free zones)
Issue of Export declaration:It is the process of transfer/selling of goods from a licensed company in the UAE to an importer located outside the country. Customs taxes (duties) are not levied on this type of goods as these goods, which are exported from the local market, are deemed to be duty-paid or locally manufactured.
Re-export:
It is the process of exporting goods of foreign origin that were previously imported, against a deposit or a bank guarantee (in an amount equivalent to the sum of the customs tax ‘duty’), provided that the goods intended to be re-exported are the same imported goods in terms of quality, quantity, indications, signs and brands. The period, during which the goods can stay in the Emirate, may not exceed six months. The deposit will be refunded after the goods exit the country. If part of the goods is sold in the UAE, the customs taxes (duties) will apply to the quantity sold. The remainder of the deposit will be refunded, in addition to the goods of foreign origin that come from the local market.
Transit declaration:
It is the transit of imported goods from outside the UAE for the interest of an importer located outside the UAE. The goods must be addressed in the name of the importer or in the name of a carrier agent licensed by the local licensing authorities on behalf of the importer. The completion of the customs declaration will be merely for registration of the goods while they transit across the territories of the UAE to the final destination. A deposit amount equivalent to the applicable customs taxes (duties) on the total value of goods will be collected to guarantee that the goods exit from the UAE within 30 days from the date of the transaction.
Temporary Admission declaration:
It is the admission of goods of foreign origin into the UAE for specific purposes and periods of time under customs declarations and against financial guarantees equivalent to the applicable customs taxes (duties). These goods will be re-exported or locally cleared after collection of applicable taxes (duties) and fees and submission of necessary approvals.

Import Declaration (Commercial – Personal)
The following documents must be attached to the unified “single” customs declaration:
Original invoice issued from the country of origin (sea, air or land)
Original certificate of origin (authenticated), only for commercial importation by (sea, air or land)

- Bill of lading\Airway bill issued by the carrier (sea or air)
- Packing list (sea or air)
- Approvals of competent authorities in the UAE to importation of restricted goods (sea, air or land)

- No Objection letter from the competent authorities in case of importation of restricted goods (sea, air or land)

Endorsement of customs exit\entry certificate
It is a service provided by RAK Customs Department for its customers to prove that the goods have exited from the customs centre and arrived at the final destination in order for the customers to reclaim the deposit paid in lieu of customs duties on the shipment.
Service Delivery RequirementsArrival of the goods at their destination within 72 hours from leaving the first point of entry. The customs seal must remain intact during this period.

Issue of Vehicle Clearance Certificate (VCC)
It is a service provided by RAK Customs Department to issue a Vehicle Clearance Certificate (VCC) with the vehicle details, so that it can be registered inside or outside the UAE.

Valuation of goods
It is a service provided by RAK Customs Department for its customers in order to determine the value of the goods not having an invoice to state their value, or in order to settle any dispute over the value of the invoice submitted by the customer and the correct customs value according to the provisions of the GCC Common Customs Law.

- The detailed original invoice, under which the goods have been purchased, must be attached. The customs centre manager may allow the goods to be cleared without presenting the original invoices and documents against a guarantee refundable within 45 days from the registration date of the customs declaration after submission of the originals.
- The value must be proved by producing all documents according to the provisions and rules set forth in the Rules of Implementation.
- Customs may request all documents, contracts, correspondence and other relevant documents without having to accept all that is stated in these documents or in the invoices themselves.
- The customs may request translation of the invoices and other relevant documents in accordance with the customs tariff.

Classification request (Customs Tariff)
It is a service provided by RAK Customs Department for its customer to classify goods according to their nature, use or production origin and applicable duties in accordance with the GCC Unified Customs Tariff.

Cash declaration
The declaration of cash or cheques carried by passengers or companies to the customs officer, whether verbally or in writing by filling in the cash declaration form prepared by the Central Bank to declare cash if it exceeds the ceiling allowed to be entered into the UAE, that is, AED 100,000 or equivalent in other currencies.
Service Delivery Requirements—-

- All passengers must declare any cash or cheques exceed AED 100,000.
- The cash declaration/disclosure form must be completed and presented by the passenger to the customs officer, who will verify the currencies, negotiable bearer monetary/financial instruments and precious metal and stones to the information declared.
- The customs officer will then make an entry into the electronic system, stamp the cash declaration/disclosure form and handing out a copy to the customer.
- The passenger will be then allowed to enter/exit the UAE.
- The aforesaid ceiling applies to a passenger aged 18 years old or above. Cash amount carried to by those who are less than 18 years old will be added to the ceiling allowed to their guardian.
- Companies and financial and non-financial institutions must disclose any cheque or sum of cash regardless its value even if it is via cargo or packages.
- The Customs offices will communicate the details of the cash declaration/disclosure to the competent authority.

Customs statistics and data request by companies
It is a service provided by RAK Customs Department to supply statistics for trade movement of companies registered with the Department.

Customs Gate Pass
A customs document that allows the entry and exit through gates of customs zones. It contains details of the shipment, such as the number, quantity and weight along with details of the driver and vehicle.

It is a service provided by the Customs Department to customers through the inspection and examination of shipments, and inbound and outbound modes of transport at customs zones and which are intended for total or partial clearance under one of the customs procedures after completion of registration and documentation procedures for applying for issue of approved customs declarations.

Recording of commercial agencies
The service of commercial agency recording allows companies to record their commercial agencies with RAK Customs Department after being registered with the Ministry of Economy.

Trademark Recording
This service allows customers to record trademarks (i.e. any word, name or symbol of a device or any combination thereof) in use or intended to be used in trade in order to identify and distinguish the trademark from suppliers of other similar trademarks and in order to indicate to the source of the trademark. This service also allows maintaining and updating of the Customs database for intellectual property rights after completion of necessary procedures and prior registration with the UAE Ministry of Economy. To apply for this service, the customer must fill in and submit the trademark recording for customs protection purposes application to RAK Customs IPR Protection section after collection of registration fees.

Through this service, the owner of a trademark, or his legal representative, can submit a request for inspection of goods that are being suspected of infringing the Intellectual Property Rights (IPR) (trademarks\copyright\ industrial property right) , providing that a proof is submitted to indicate that such goods are en route to one of the UAE customs points of entry\exit or that the goods are present at one of these points.

Customs Exemption
This service grants national industrial facilities and factories an exemption from applicable customs taxes (duties) on their imports of machinery, equipment, spare parts, raw material and semi-manufactured material required for production. This aims at encouraging and supporting national industry to compete in local and global markets in a way that is consistent with the regional and international agreements, especially the WTO Agreement.
